suspendedNagpur News.

In a development that could be first of its kind in the history of RTMNU, two women holding top posts were suspended within a month. The first woman to be suspended was Principal of a BEd College and now Assistant Registrar has been suspended. Both the women were suspended on account of financial matters.

The Assistant Registrar Dr Sandhya Chunodkar was found guilty of taking money from hundreds of students for increasing their marks during revaluation. She was accused of taking money from 500 students last year for increasing their marks during revaluation. The Disciplinary Action Committee (DAC) of Rashtrasant Tukdoji Maharaj Nagpur University probed the matter for nine months and clearly mentioned the Assistant Registrar Dr Chunodkar guilty in its report. The RTMNU, as soon as it found her guilty, suspended her.

It may be recalled, earlier in the month, Principal of Barrister Wankhede College, Dr Vandana Manapure was suspended for massive financial irregularities in the College.

Nagpur Today : Nagpur News

CBSENagpur News.

The Central Board of Secondary Education (CBSE) has directed all schools to provide 15 minutes extra to students of class 9 and 11, who will write exams as per the Open Text-Based Assessment (OTBA) system.

“Schools are directed to give time of 3 to 3.5 hours to the examinees in each of the subjects where open text based assessment has been introduced. This time will be in addition to the 15 minutes allotted to read the question paper,” says a circular issued by the board. Students of class 9 will write their English, Mathematics, Science and Social Science papers as per the new system while class 11 students will follow OTBA for Geography, Economics and Biology. The OTBA allows students to be given a set of study material four months ahead of the examination.

This material will also be printed as part of the question paper and all questions in the examination will be based on it. “Students had forgotten what it is to write. The papers consist of multiple choice questions and other objective questions which don’t really require students to write. This method will actually prod them to think and write.

Even though the board had earlier released a set of sample material which included case studies, articles and graphics, teachers felt that greater clarity was required as far as framing of questions was concerned. For the purpose, several schools are set to conduct workshops for teachers.“This has become a slight challenge for the teachers.

Rinta George, mother of a girl in IXth standard of a CBSE School said that any additional time given to the students is good in any examination. The students get to think and answer the questions properly. This extra time may also help in revising the answered paper.

Riti Mehra, mother of a boy in IXth standard of a CBSE School said that if a student has good grasping power and is good in reading and understanding 3 hours is sufficient to answer all the questions. However she added that few extra minutes will definitely help in checking if he or she has answered all the questions properly.

Rohit Jain, father of a girl in IXth standard of a CBSE School said that who would not like a few extra minutes to write or answer the paper. Wish we had such privileges. This is like it goes in hindi proverb “Andha Kya Mangega Do Ankh”.

Anil Sawarkar, father of a boy in IXth standard of a CBSE School, school said that CBSE is very good in planning and is trying to be thorough in making sure all the aspects of conducting an examinations is taken care of and no place for error is found or pointed out.

Nagpur Today : Nagpur News

Some members targeted the RTMNU Administration for untold suffering being faced by students on account of enormous delay in revaluation, and some members squarely blamed the teachers checking answer papers by calling them inefficient and having senseless attitude towards students’ problems.

NU11Nagpur News.

The Sunday the December 1 proved to be a “Black Sunday” for RTMNU Administration as the Senate Meeting was turned into a “Battlefield” with members launching a blitz against the University on the burning revaluation issue. Some members targeted the RTMNU Administration for untold suffering being faced by students on account of enormous delay in revaluation, and some members squarely blamed the teachers checking answer papers by calling them inefficient and having senseless attitude towards students’ problems. The lack of coordination between University and teachers is forcing the students take maximum brunt. And the RTMNU Administration found itself helpless in the “Battle Zone.”

DIRTY POLITICS:

The first salvo in the Senate Meeting was fired by Mahendra Nimbarte when he brought Call Attention Motion as soon as the meeting got under way. He raised pointed questions over nagging delay in revaluation. “The delay in revaluation not only puts students in financial losses but it sucks them mentally, too.” After Nimbarte’s salvo, there was a volley of firing from other members. Ramesh Bobhate, while shooting his remarks, said, “The RTMNU politics is playing a dirty game between valuation of answer papers and moderation. Teachers shirk their responsibility towards moderation after valuation of answer papers. There is no fear among teachers who check answer papers. Most disturbing fact is that those teachers who can’t even talk or write English are being given responsibility of checking English answer papers. This is just shocking,” Bobhate lamented.

NO ACTION:

Another Senate Member Sameer Kene said, “Every time some specific senior teachers are being called for valuation of answer papers. It has been regularly observed that after revaluation, the marks of students get increased considerably. Then why no action is taken against those teachers who checked the papers initially.” Vasant Chute questioned: “Some teachers wanted to check answer papers on time. Then why they are not given the work of checking the answer papers?”

TIME LIMIT:

Adv Abhijit Vanjari said, “At present, there is no time limit to complete the job of checking the answer papers. This lacuna is making the teachers careless and they are not completing the process of checking answer papers on time.” Adv D K Agrawal raised the question over present situation of simultaneous process of regular valuation and revaluation. There is always delay in handing over photo copies of answer papers to students. While Ramesh Pise said, “Courses are being run in the absence of teachers which creates difficulty in getting teachers for checking of answer papers.” Nandkumar Kale lamented that many teachers hesitate to give their names for checking purpose.

Mruntyunjay Singh said, “Only teachers are blamed for their working style but no attention is paid on the RTMNU officials who also create a sort of nuisance.” Dr Meghe described the piquant situation. “According to 32(5) Rule, some teachers cannot participate in the process of checking answer papers and due to lack of recognized teachers, names of temporary teachers can’t be given for checking of answer papers.”

NO COORDINATION:

Dr Babanrao Taywade charged that there is no coordination at all within RTMNU Administration. “The students and colleges are being fined for any mistake on their part but the University officials are selectively spared of any fine even after grave mistakes are committed by them. There are additional teachers for checking of answer papers and the Administration should prepare a list of them.”

TEACHERS’ CARELESS ATTITUDE:

Pro-Vice-Chancellor Maheshkumar Yenki lamented that the teachers show no interest in job of checking answer papers which clearly reveals careless attitude on their part. Colleges should also appoint recognized teachers on time. Even after recognition to subjects, teachers are not appointed for years together, Yenki said.

Nagpur News.

The importance of education in today’s intense competition for excellence in various fields has been stressed by each and every scholar, leader and eminent personality. But when it comes to NMC, leave alone achieving the excellence, it cannot even improve the poor standard of education in its own schools. The fact could be proved by ever declining education quality in the absence of required number of teachers. A total 57 posts of teachers are vacant in middle schools and 26 in primary schools. Most shockingly, the teachers, who were supposed to be in front of blackboards, are serving in other departments of NMC for years together and blatantly refuse to go to schools by adopting various crooked means and ways. Even transfer orders issued by top bosses find their ways to dustbins.

POLITICAL PRESSURE:

The situation in Public Relations Office has come to such a pass that the PRO Ashok Kolhatkar, a teacher, was transferred and appointed as teacher in NMC School in Bastarwari. However, till now, he has not joined the school as Assistant Teacher. On the contrary, he is active in bringing political pressure in order to cancel his transfer and appointment as teacher, sources said. Another teacher, Sudhir Koramkar, is also being working in other department. The situation persists for other teachers who are also working in one department or the other than teachers in NMC schools. The net result is the standard of schools is declining day by day and the supposed teachers are netting higher and higher salaries without doing any worthwhile works in other departments. In between, the students of NMC schools are taking the maximum brunt as far as education is concerned.

REFORMS:

The NMC Commissioner Shyam Wardhane and Additional Commissioner Hemant Pawar have been striving hard to improve quality of education and implementing various reforms in the schools of civic body to achieve the goal. The reforms include stress on quality education and proper and specific training to teachers. However, their efforts are falling short following absence of required number of teachers in the schools. Because the supposed teachers have been refusing to get transferred to their genuine place of teaching and have stuck to other departments of NMC like the blood-sucking leeches.

SEND TEACHERS BACK TO SCHOOLS:

The President on NMC Teachers’ Association Rajesh Gawre has demanded immediate transfer of teachers who are working in other departments to their respective schools. He said, the Association has submitted memorandums in this connection several times. The Administration is positive on Association’s demand and the Commissioner and Additional Commissioner have made honest efforts in this regard. But the political pressure is stalling the transfers. The NMC Administration should initiate stern action against those teachers who refuse to join the schools, Gawre demanded.

MAHARASHTRA GOVERNMENT RESOLUTION:

The system of posting primary school teachers in Maharashtra to other departments like offices of District Collector, Zilla Parishad, Panchayat Samiti, Tehsil Office, Municipal Corporations, Municipal Councils and other government offices on deputation-basis to overcome shortage of staff at these offices is directly hitting education of students hard as the schools too face shortage of teachers. Now, there are demands to stop this system and send back the teachers to their respective schools so that the students should not suffer due lack of sufficient teachers. The issue was also raised in Maharashtra Assembly and a detailed discussion was held on the issue.

Now, according to Government Resolution, the teachers should not be given any responsibility than teaching except during the period of general election works like training, responsibility on polling day and counting of votes. Now, the Government has directed the concerned authorities not to call the primary school teachers on deputation except during major elections and send the teachers back to their respective schools for only teaching purpose. The Government has warned of a severe action against school headmasters or headmistresses, Group Education Officers and District Education Officers if primary teachers are found working on deputation in other Government, local civic body departments or private primary or secondary educational institutes.

Indian-Army-Logo-300x200Nagpur News.

The University Entry Scheme (UES) 24 interview was conducted by Indian Army at Rajiv College of Engineering and Technology, Chandrapur on December 4. It is once in a life time opportunity for pre-final year Engineering students (3rd year).

It is conducted for recruitment of engineers for Indian Army. 60 engineering students are selected from the country.

However, the engineering students lost the golden opportunity as the date and timings of interview clashed with the written exam for backlog subjects today. The interviews started at 10 am and lasted till 2:30pm. The timing for the RTMNU’s engineering examinations was 2 pm to 5pm but students have to be present in the exam hall 20 minutes before the actual time of the exam.

Many students did not turn up for the interview as they feared that the interview may stretch beyond 2 pm and also they were prepared only for appearing in exams and facing an interview is totally different. This caused the interview to end up by 2:30 else it might have extended even further.

Secondly, facing and preparing for interview could have cost them a loss of 5-6 hours which the students could not afford just before the exam.

Speaking with Nagpur Today, some of the students expressed their disappointment and said that the college administration or the University could have informed the Army officials about the problem regarding the clash of timings of examinations. “Army does take permission from the college officials for conducting the interview and have a flexible schedule. If the university or college has taken any initiative we would not have missed the golden opportunity,” cited the students who lost this golden opportunity.

Engineering students’ anger reaches its zenith as patience run out waiting for revaluation results

Nagpur Today : Nagpur News

NU-1Nagpur News.

Waiting infinitely for the results of the revaluation and withheld papers, the anger of engineering students reached its peak when the National Students Union of India (NSUI) had gone to meet the Vice Chancellor and the Pro-Vice-Chancellor. Both sent the delegation of students from one official to another.

All that the students wanted was justice and a solution to their long pending grievances. The extreme delay in declaring the results of the revaluation and the withheld papers is causing problems to the students in getting admissions into their colleges.

Two months ago, when the student representatives met the Vice Chancellor, he had promised the students that he will talk with the college authorities and ensure that the aggrieved students will get admissions. However nothing has been done by the varsity for their admissions as yet. Similarly the uncertainty in the minds of the students’ if they have passed because of the revaluation or not. Some of them, who did not want to take the risk, have appeared in the Winter Examinations too. Both, getting the revaluation costs Rs 150 for challenging and 300 for Xerox of each paper and if he /she is appearing for Winter Exams, it costs around Rs 2000/-. If and when the results of either of the two are declared, if he or she gets cleared or passes the exam, it is natural for him or her to feel cheated. The Varsity seems to know this fact and is fleecing the students into paying money for the revaluation and Winter Examination, knowing fullywell that the results are not going to be declared in time. The students’ representatives and office-bearers of NSUI allege that there is no co-ordination between the authorities too. The students alleged that VC, Pro-VC, Chief Examination Officer or other varsity officials blames the other for not functioning properly.

NU-2

Some students alleged that if this is not enough, the varsity changes the subject in the Examination hall ticket or examination admission card. When the student goes to get it corrected, they are asked to fill a form and submit it and it will get corrected. But unfortunately this never happens and the results of the students get with held for not appearing in a subject.

In one incident that came to fore was when a result of a girl student showed 41 marks in the mark sheet. After revaluation, it showed as changed to 57 marks and in the final mark sheet, it showed only 25 marks. (The scanned copy is attached herewith. However the name and the roll number is masked to prevent the gir from becoming a target of varsities grudge)

Finally they reached the chamber of Vice-Chancellor. They were asked to wait for one and a half hour. After that when the student representatives and the office-bearers of NSUI met VC he asked the students’ representatives to go and talk to their college authorities. These students said that when they approach the college authorities, they ask them to go to and tell their grievances to RTMNU authorities.

This game of sending the students back and forth irked them. Some students allegedly threw some ink on the Vice Chancellor’s car.

Nagpur Today talked to the students’ representatives and NSUI office-bearers who were hauled up to Sitabuldi Police Station for throwing ink on VC’s car. They vehemently refused the charges and said that hundreds of students and onlookers were present at the scene when they had gone to press their demands. Some miscreant could have thrown the ink. The students present on the scene say that it could be MNS or some other political party too who could done this misdeed. However, the RTMNU Registrar Dr Ashok Gomase filed an official police complaint. Senior Police Inspector of Sitabuldi Police Station Sanjay Verankar is investigating the matter.

Earlier the office-bearers of Bhartiya Janta Yuva Morcha (BJYM) had also submitted a memorandum to the Vice Chancellor demanding almost the same demands as that of NSUI. The situation that persisted two months ago still persists. The General Secretary of Bhartiya Janta Yuva Morcha, Jitendra Singh Thakur and an Engineering Student Sushil Aloney explained to Nagpur Today the entire scenario and said that finally it is the students who are suffering in the process. The authorities are just playing the blame game and shifting their blame on one another instead of doing something concrete and resolving the grievances of the students.

NU11Nagpur News.

The Rashtrasant Tukdoji Maharaj Nagpur University’s (RTMNU) Senate Members have demanded holding of 100th Convocation Ceremony before December 31. The Convocation Ceremony was earlier scheduled to be held on November 16 and President of India Pranab Mukherjee was invited to be the chief guest. However, the President cancelled the Nagpur visit at the last minute, and thus Convocation Ceremony was also put on hold. Now, the Senate Members submitted a memorandum to Vice-Chancellor Dr Vilas Sapkal on Friday and demanded that in the event of unavailability of President Pranab Mukherjee, a nationalist or a research scholar should be invited as chief guest and the Convocation Ceremony should be held before December 31 so that the students are not put at any loss.

JOB OPPORTUNITIES:

The Senate Members said the degree receiving students of the academic year 2011-2012 should be handed over their degrees as soon as possible as many of the students have been selected for jobs in foreign countries. The multinational companies too have selected many students for jobs in their companies. In that case, the students have to submit the original documents of their education. The non-submission of original educational documents may put their jobs in jeopardy. Therefore, the RTMNU should hold the Convocation Ceremony before December 31, the Senate Members argued.

PRIORITY:

According to experts, the RTMNU authorities, after considering the growing anger among students against the University, should resolve the problems of students on priority basis like holding of exams on time, flawless valuation, timely declaration of results, revaluation on time and other problems. Similarly, cultural and educational activities should also be organized. The memorandum was submitted to the VC by Senate Members Adv Manmohan Bajpayee, Prakash Gedam, Ritesh Ganar, Rahul Kisnani, and others.

Academicians, students, principals, teachers all in favour of  Lokpal in University.  Had the University implemented the orders of UGC regarding appointment of Lokpal and setting up of Complaint Redressal Cell  it would have been spared of all nasty problems

NU111Nagpur News.

The Rashtrasant Tukdoji Maharaj Nagpur University (RTMNU) would have been spared of all nasty problems of the present day had it implemented the orders of UGC regarding appointment of Lokpal and setting up of Complaint Redressal Cell.

The University Grants Commission (UGC) had issued a circular to all the universities in the country to set up Complaint Redressal  Cells and appoint Lokpals in the universities.  The appointment of Lokpals and Complaint Redressal Cells are mandatory according to the rules and regulations of UGC. The Lokpals have the authority to address and resolve the complaints of the students.

According to the UGC circular, the RTMNU was free to appoint either a retired Judge or a teacher having 10 years of teaching experience as Lokpal. The Lokpal is appointed for a term of 3 years having age up to 70 years. The students not satisfied with Complaint Redressal Cell could appeal to the Lokpal within six days for resolving their problems.

If a Lokpal is not appointed by any university, the UGC can take action against it. According to Section 12 B of the UGC Act,  it can stop the grants to the university. All the institutions will have to form Registry, wherein the students can approach for redressal of their complaints. The Registry has to give the information on the applications received to the Lokpal, Complaint Redresal Cell, or the concerned institution, so that a reply can be given within 7 days.

The complaints from the students or their parents have to be resolved within 30 days. This order of UGC  was conveyed to RTMNU even before the admission process for the current year in the colleges was started.  But the gazettes of the university and colleges did not mention anything about  Lokpal or Complaint Redresal Cell and its provisions even when it is compulsory  to mention the rights and responsibilities of the students.

The absence of the provisions in the university gazette is the main reason that many principals, teachers, administrators  and the students are not aware of  the UGC circular on Lokpal.

EXPro-VC Dr. Parashar said,“Lokpal is absolutely necessary in the university so that the grievances of the students are addressed. The appointment of Lokpal will ensure speedy redressal of complaints. It will also curb the dictatorial attitude of the RTMNU Administration towards the students.”

Senior Academician Baban Taywade also agreed on the issue of appointment of Lokpal. He said, “Lokpal should be in the University for running the affairs smoothly ”

Vice Dean of Lata Mangeshar Hospital, said, “Lokpal will bring transparency in the working of the university.”

Vice Chancellor Vilas Sapkal said he has not seen the circular and papers related to it. He said that BCUD Director Arvind Chaudhary would be in a better position to give details on Lokpal. When Nagpur Today tried to speak to the BCUD Director Arvind Chaudhary, he refused give his views and any information on the circular.

Dr. Sujit Metre, Director, DMIMS, said, “No doubt Lokpal should be appointed but the system should also be in place and it should be applicable at college level also. What is required is that the local committees should be strong. And awareness about it is very crucial as the Nagpur University is very largely spread.”

Prabhat Agrawal, activist of India Against Corruption said, “Lokpal is the need of the hour. We will push for this cause in the coming days. Many problems of the students can be resolved  if Lokpal is constituted. It is an independent authority in itself . Lokpal will work as a watchdog on the affairs and problems of the university.”

Ankit Jaiswal, university student said, “Lokpal will be a very positive change from university side. Students will be the most happy lot if the Complaint Redrresal Cell is set up. After long time, such a good move will definitely be appreciated.”

Prakalp Warjukar, student said, “Constitution of Lokpal will hammer out maximum problems. Lokpal will take actual decisions as he will have the authority to do so. Constitution of Lokpal will be a huge hope for the students of the university.”

Ashwajit Patil, student said, “We’ll get someone who will listen the students’ grievences. Lokpal will be worth having in Nagpur University.”

Why do students need tuitions?

J C Chaudhry said that schools can and are teaching subjects. They have a tight schedule to follow within which they have to complete the entire syllabus. They do not have to prepare the children for competitive examinations. The competitive examinations are tough and hardly 1-2 per cent students get into professional courses. The rest who don’t get adequate training to appear for these exams have to settle for some other course. He opined that this is where Aakash steps-in and caters to the needs of students by channelizing their knowledge and preparing them to appear in any competitive exam be, it for engineering or for medicine. These entrance examinations need special coaching for specific needs of each student. He proudly said that Aakash has 96 Centres all over the country. The CMD makes it a point to visit all the Centres at least once a year. He opined that the best brains are everywhere. All it requires is to tap, it channelize them and train them to achieve the optimum best that they can.

He said that 6 years back, there was not even one selection in AIPMT from Maharashtra. The teachers were concentrating and training the students only for MHCET. There were no players in the field to cater to the needs of tutoring the students and preparing them for AIPMT. After Aakash entered the fray, and tutored students, the number of selections in AIPMT has significantly increased. He claimed that they are now at par with any other state in the country.

What is your Unique Selling Point?

J C Chaudhry without even blinking for a second he said that it is Care For the Students. He said that at Aakash, a team of highly trained teachers cater to all the needs of the students. Not only do they cater and tutor the students academically, they also cater to the emotional needs of the students. He said that students often get disturbed emotionally because poor performance in school exams or mock tests. The lecturers listen to their problems, counsel the students and make him or her feel ready to face the war of exams once again.

He claimed that since Nagpur City is very hot during the summers, the entire building is going to Air Conditioned (AC).

What does Aakash give special that other institutes don’t?

He also claimed that they have an I-Tutor Lab which is unique only to Aakash. Explaining about I-Tutor Lab, he said that whenever a student falls ill and is not able to attend to the lectures or he or she has school examinations and have to miss the lectures at the Centre, he or she can access the missed lectures at I-Tutor Lab and get notes. This I-Tutor has recorded lectures from the leading lecturers of the country. This lab will be open from 8 am to 8 pm. This facility will be free for all the students of Aakash Centre.

Nagpur Today : Nagpur News

The RTMNU had blacklisted 250 colleges having not a single regular teacher including the 51 colleges for having less than 50 per cent students on the rolls. Subsequently, the RTMNU had banned admissions of students to First Year in these colleges six months ago.

Nagpur News: The Rastrasant Tukdoji Maharaj Nagpur University (RTMNU) has provided a much sought and long awaited relief to 29 colleges out 51 blacklisted colleges by deleting their names from the list. The RTMNU move is based on a decision taken by Vidvat Parishad and the Higher Education has reportedly given its clearance to RTMNU in this connection.

It may be recalled, the RTMNU had blacklisted 250 colleges having not a single regular teacher including the 51 colleges for having less than 50 per cent students on the rolls six months ago. Subsequently, the RTMNU had banned admissions of students to First Year in these colleges. However, the college managements had submitted copies of Maharashtra Government’s Notification regarding less than 50 per cent students on the rolls. The Vidvat Parishad, too, had passed a proposal in this regard demanding deletion of names of colleges from the list of 250 colleges. However, the Vice-Chancellor had refused to follow the proposal of the Vidvat Parishad. But the Minister for Higher and Technical Education Raje Tope held a video-conference with the Vice Chancellor three days ago and asked him to adopt positive approach towards banned colleges. The Vice-Chancellor, following the request of the Minister, deleted the names of 29 colleges out of 51. Now, the RTMNU will submit an affidavit in the frame  to the High Court.

However, the RTMNU has refused to delete names of 35 colleges out of 250 which have completed the formalities in accordance with the High Court directives. The names will be deleted only after the fresh High Court directives.

The academic circle and statutory body members are justifying the move of the RTMNU in deleting names of 29 colleges stating that the remaining colleges should also be removed from the list. The basis and grounds on which these colleges are removed from the list, as per Senate Member G.M. Bhandarkar,  is that according to Maharashtra Government Resolution (GR) of  October 25, there is no such condition of 50% enrollment against sanctioned capacity.  Also the High Court had asked the university to take a decision on this issue within the right perspective.

Pro-VC RTMNU Mahesh Yenkie justified the move stating that the names were removed after receiving a letter from Joint Director of Higher Education  Dilip Patil on November 7 as it was within the framework of the Act. “We have even filed an affidavit in the court in this regard. The letter mentioned that the GR of 2009 was never implemented in state but will come into effect from the next academic session,” he said.

Senate member Mahendra Nimbarte, while speaking to NagpurToday, came down heavily on Vice Chancellor Vilas Sapkal and blamed him for all this banned colleges crisis. He said Sapkal is responsible for the bad reputation the RTMNU is acquiring because of this issue. He is not ready to implement the statutory bodies’ decisions. The VC is taking personal decisions and not that of the relevant statutory bodies. He further added that Vice Chancellor Vilas Sapkal should on moral grounds take the responsibility for all the mess and resign from his post.

Baban Taywade, whose college in Koradi is also in the list of banned colleges, said that the ban is removed according to the Maharashtra Government directives and passing of resolution by Vidvat Parishad justifies the removal of these colleges from the list.

In the ongoing winter session in Nagpur, the issue of the affairs of the RTMNU will certainly rock the House. Will the Government provide any amicable solution on the various issues haunting the varsity is to be seen?.
