The proposal for granting autonomous status to Nagpur’s Institute of Science, the oldest and best educational institute in Central India, which has produced hundreds of scholars, is not only gathering dust but has become termite-eaten. And thus the dream of the Institute of Science to gain autonomous status has been shattered and lay in pieces in the stinking corners of the Rashtrasant Tukdoji Maharaj Nagpur University corridors.

The oldest and best educational institute in Central India, the Institute of Science in Nagpur, has become victim of RTMNU’s slipshod style of working, and is being denied the most deservingly autonomous status. The proposal for granting autonomous status to Institute of Science, which has produced hundreds of scholars, is not only gathering dust but has become termite-eaten. And thus the dream of the Institute of Science to gain autonomous status has been shattered and lay in pieces in the stinking corners of the Rashtrasant Tukdoji Maharaj Nagpur University corridors.

The proposal has been lying with RTMNU for the past 8 years, neglected and dusted. Ironically, three Engineering Colleges were bestowed with autonomous status without a drop of sweat within short period. The Institute of Science has produced the best students, who are shining the name of the Institute, not only in India but in the world as well.

The Institute of Science had sent the proposal to RTMNU that saw the every table of different important committees but nobody touched the proposal except the Management Council. The Management Council has granted the sanction to the proposal after the Institute of Science completed all the necessary formalities required for the autonomous status. Earlier, the concerned committees of University Grants Commission (UGC) had carried out inspection of the oldest and best Institute of Science for the purpose but the shabby affairs of RTMNU has been working like a nightmare for the prestigious Institute that is looking forward for a dream come true.

THE BENEFITS:

The RTMNU had sent the proposals of three engineering colleges along with the Institute of Science. The three engineering colleges were granted the autonomous status without any hassles, but despite being the Government educational institute, the Number 1 Institute of Science in Central India, it is being denied of the status. The Institute of Science, even today, is the most prestigious name in Statistics and Science education. Every year students have been researching and many got PhDs. If the autonomous status is granted to the Institute of Science, a separate and crucial facility would be created and additional funds would be provided for significant researches and other related works.

However, the million dollar question, no, the RTMNU question is: Will the Nagpur University stand tall amidst ruins, at least, now?

The National Eligibility Test (NET), conducted by the University Grants Commission (UGC), concluded on Sunday. The distinction of the NET was that 620 candidates did not appear for the second session the reason being the disappointing first session. In the first session, 5,700 candidates appeared for the first session while the second session saw 5080 candidates giving the NET. Moreover, majority of candidates felt the first and second paper much easier than the third paper, which according to candidates, was very difficult. Most of the examinees completed their papers before the scheduled time because of no negative marking. The third paper witnessed the students leaving the examination hall even one hour before the full time indicating the difficulty in answering the questions.

1277 CANDIDATES REMAIN ABSENT:

A total of 6357 students of Rashtrasant Tukdoji Maharaj Nagpur University (RTMNU) had applied for the NET for the nine centers. In both the sessions, 1277 examinees remained absent for the Test. The UGC had held the NET for 79 subjects in two shifts. The first shift from 9.30 am to 12 noon and the second one from 1.30 pm to 4 pm.

THE EXAM:

Three papers were optional in NET. The first paper consisted of 60 questions of Teaching and Aptitude Test out of which answers to 50 questions were to be written. The second paper comprised 50 questions on selected subjects. Both these papers carried 100 marks each. The third paper was of 75 questions. The exam did not have negative marking. The passing marks for the first and second paper were 40 per cent each. The third paper is checked after candidates pass the first and second paper and the passing marks for the third paper require 50 per cent. The JRF’s merit list is prepared separately.

THE CENTRES:

The 9 centres UGC had selected include LAD College, Saraswati Vidyalaya, Sitabuldi-based Saraswati Vidyalaya, RS Mundle Arts and Commerce College, Dinanath Junior College, Sevadal Mahila Mahavidyalaya, Kamla Nehru College, Shri Binzani City College, and Mathuradas Mohta College.

The virtual world of Internet through which we make all transactions is known as cyberspace and the laws governing this area are known as Cyber Laws. All internet users of this space come under the ambit of such laws as these laws carry a kind of universal jurisdiction. Though we have not understood the scope of Cyber laws since this is upcoming techno legal field, the opportunities available for Cyber Laws can be judged by recently published report which states that the Government’s website -www.cyberorgindia.com – plans to create 80,000 jobs. According to the action plan and the implementing strategy discussed by the inter-ministerial group, India needs 80,000 professionals over the next five years to tackle cyber security challenges and issues.

In today’s techno-savvy environment, the world is becoming more and more digitally sophisticated and looking like a global village. Internet was initially developed as a research and information sharing tool, and meant to be a pool of knowledge. As the time passes it is becoming more transactional with e-business, e-commerce, e-governance and e-procurement etc. But it has also opened a new door for criminal activities. These criminal activities are collectively referred to as Cyber Crimes. All the legal issues related to internet crimes are being dealt  with through Cyber-Laws.

As the number of internet users is on the rise, the need for cyber laws and their application is gathering a great momentum.

India has passed an IT Act 2000 and amended it in 2008, which has laid down stringent laws against those committing cyber crimes like hacking, sending objectionable messages or e-mails, cyber stalking, blackmailing, pornography and the crimes related to decency and morality along with related to Intellectual Properties, Copyrights, and Trademarks etc. So now there is a new field of law i.e. the Cyber Law. More and more youngsters must opt for this branch of law as the technology firms are growing up along with the dotcoms, which would provide these Cyber Lawyers/Cyber Security Professionals a lucrative job opportunity.

A cyber lawyer has to crack down cyber crimes like hacking, credit card fruads, protecting digital signatures to safeguard business transactions or encryption codes or electronic records etc.He has to deal with the cases of Intellectual Property laws or Copyrights, Software patents, Net Banking etc.One who wants to be a cyber lawyers should have the capability of analysing the problem along with an eye for details. Allow chatting through social nets

Internet Crime in India has begun, although it is still at a nascent stage. It is wise to be aware of the dangers which Indian children may encounter & what precautions you as a parent can take. Most of us are aware about FACEBOOK, since this is the number one social networking site in India. Though there are divided opinions of people regarding uses of these social networking sites it will be better to have a look towards both the views. Social networking sites are the one stop destination for several players. The visit to the social networking sites in India has increased by 51 percent. About 19 million visitors have visited the sites in December 2012 in India. This has surpassed previous visitor’s record in corresponding month last year.

There would be hardly any computer literate person who didn’t know about FACEBOOK. The recent statistics shows that time spent online is growing at 3 times the overall internet rate. Social networks and blogs are now the 4th most popular online activity ahead of personal email. Social networking has emerged as a popular trend among youngsters these days. Use of this social networks helps in breaking the age long differences and reaching out to those who were insignificantly existent. New discoveries in technology are already making the world smaller place and now social networking has made it even smaller. Social networks are online communities focused on interaction among friends, families, and others who may share similar interests. Social networks allow people to communicate in many ways including email, instant messaging, forums, and blogs.

CHATTING is the most effective tool used via these social networking sites. Indian children too have been bitten by the chat bug. They forget the age old advice “DON’T TALK TO STRANGERS”. Children may encounter people in chat areas who are mean, insulting, abusive, use vulgar and provocative words & sometimes maybe dangerous.

Teenagers are particularly at risk because they are more likely to participate in online discussions for friendship etc. Although most people in chat rooms appear decent and respectful in their virtual life they may not be so in real life. It is very easy to fool people online. Cyber stalkers &Pedophiles are now present in chat rooms even in India.

Pedophiles are those who intentionally prey upon children. On the web they pretend to be young children themselves, earn the child’s trust and gradually seduce them into sexual or indecent acts. Often this happens as the unsuspecting parent sits in the next room. Children are easy targets as they are innocent.

Although not very likely, this risk does exist that while on chat, a child might provide information or arrange an encounter that could risk his or her safety or the safety of other family members. A Child may waste a lot of time in chat rooms and could increase your telephone expense if your internet works through a telephone line. Also this could sometimes also lead to chat-addiction.

The recent trend amongst Indian children of sending their snaps via e-mails to strangers is dangerous. Once in the wrong hands, a photograph can easily be used to harass or even blackmail a person. The age old advice “DON’T TALK TO STRANGERS” remains a golden rule.

More recent incidents  involving Indian children in cyber criminal activities are shocking and sad! We can see some of the available data regarding this usage of chat rooms by children. Not surprisingly, more than sixty percent of students in the age group 18-25 say they use web-based searches and email on a daily basis.  Additionally, more than seven in ten say they use instant messenger (71%) or visit social networking sites (77%) frequently. Close to two-thirds (64%) say the belong to 1 or 2 social networking sites similar to Orkut, Facebook or other. 15% say they do not belong to any social networking sites. 74% of social network users have given out at least some personal information, which can be used to steal their identity.83% of social networkers have downloaded content from another user. Content from untrustworthy sources can contain viruses, worms, or Trojan horses.

A TRUE STORY-Rajesh did not know what his daughter is doing on internet. When he finally accessed her profile, he was shocked to find that she was in touch with absolute strangers. Now he has installed software to keep her in check. Rajesh’s 15-year-old daughter Akansha has around 2,500 profiles on her friends list on FACEBOOK — a third of who are people she has never met. Akansha has refused her father’s request to be included in friends list because she thought it as an invasion on her privacy.

Many a times we find that parents are best friends of their wards. But here you will find that wards often refuse friendship requests from their parent’s .Because they fear that their all activities in this virtual world can be observed by their parents.

So while chatting will remain part and parcel of this Social Networking Sites, what as a parent you can do is follow below mentioned golden rules.

1)      Allow allotted time slots for chatting to your wards.

2)      Know your wards screen/profile name.

3)      Make yourself comfortable with these SNSs.

4)      Get your own profile on these SNSs.

5)      Join your wards profile as a friend.

6)      Consult Cyber Experts in case you find any difficulty in tracking your wards activities, since they are the experts who know various ways to track these types of activities.

The most prestigious Bharatiya Chhatra Sansad to be organized by the Maharashtra Academy of Engineering and Educational Research’s (MAEER) MIT School of Government in Pune on January 10, 11 and 12.

The Maharashtra Academy of Engineering and Educational Research’s (MAEER) MIT School of Government will be organizing the 4th Bharatiya Chhatra Sansad (Indian Student Parliament) at MAAER’s MIT Campus in Pune on January, 10, 11, and 12, 2014.  The Bharatiya Chhatra Sansad has been supported by the Union Ministry of Youth Affairs & Sports, Government  of India and UNESCO Chair of Human Rights, Democracy, Peace & Tolerance, Pune. This information was shared with media by the representative of Bhartiya Chhatra Sansad representative in a Press Meet at Patrakaar Bhavan on Monday. He invited the interested college students of Nagpur to attend the Sansad.

The Bharatiya Chhatra Sansad  is an extension of MAAER’s MIT School of Government, which is the first institute of its kind to inititiate a leadership programme for a career in politics. It has been conceptualized  and convened by Rahul Karad , Executive Director , MAEER’s MIT Group of Institutions, Pune and Chief Initiator & Dean of MAEER’s MIT School of Government.

Dr. Vishwanath D. Karad is Founding Executive President and Managing Trustee of the Maharashtra Academy of Engineering and Educational Research (MAEER) as well as Founder and Director General of the Maharashtra Institute of Technology (MIT) in Pune, MAEER was founded in 1983, with the goal to become a “Center of Excellence in the field of Education and Research.” It now encompasses 71 institutes, colleges and schools in the fields of engineering, management, pharmacy, medicine, and general education.

The Bharatiya  Chhatra Sansad was launched in 2011 to revolutionize the mindset of younger generations and to ignite their spirit to enter public life with a purpose to serve the nation. It is an apolitical outfit and does not engage in any mainstream political activity. It is the largest classroom in India, which is transforming the outlook of youth and reaffirming their  respect of politics, political leaders , democracy and its institutions. It is raising their extent of sensitivity, awareness, involvement , access and say in political and democratic processes so that a healthy democratic system is evolved that can produce competent public leaders and policy makers from grassroots and from all walks of  life.

It is expected to attract around 10000-12000 politically/socially active students from 450 universities across 28 states.

In the  span of three days, the participants will get the opportunity to listen to and interact with prominent personalities from politics, spirituality, environment, media, social activism,  entertainment and sports world. Selected student leaders will also get the opportunity to address the assembled delegates at the start of each session.

In all 8 sessions are going to be held on various topics and high-profile and renowned  personalities from business, films and politics are going to be present during the three-day programme.

Nagpur News: The Central Board of Secondary Education (CBSE), taking a perfect cue from Parliament that passed Jan Lokpal Bill, has passed a proposal for appointing Student Lokpal in its schools and affiliated schools. The CBSE has cracked the whip to effectively deter corruption in its schools, streamline the administration, and most importantly, eliminate tuition menace. The Student Lokpal would resolve students’ problems in shortest period. The CBSE will soon draft rules and regulations and laws so that the Student Lokpal is appointed the soonest possible.
JUSTICE FOR STUDENTS:
According to experts, the Student Lokpal would be appointed to effectively eliminate corruption in the CBSE schools, and the teachers, who put pressure on students for tuitions, will be forced to take regular classes. The CBSE has passed the proposal for appointing Student Lokpals in its schools and the required guidelines would be issued soon. The CBSE’s Curriculum Committee and Governing Body have decided to appoint Student Lokpal in every school of the Board. The students could lodge their complaints with the Student Lokpals. Apart from the complaints, the discrimination, bad behaviour with the students by teachers would also be looked into by the Student Lokpals. The honing of skills of the students will also be done while probing the complaints so that students get justice.
NO TUITIONS:
The CBSE’s proposal on Student Lokpals has mentioned the increasing menace of tuitions. The proposal bars teachers from taking tuitions. Now, it will be the responsibility of Student Lokpals to create awareness among the students against tuitions. The teachers mop up a considerable money with tuitions by forcing students to join their tuitions which results in discrimination of the students. The CBSE’s efforts are in the same direction to remove bias against students. The most significant aspect of the proposal is that there will be no interference by Principals and teachers in the functioning of Student Lokpals. Any CBSE officer or a team of CBSE selected members from outside would be appointed Student Lokpals in every city.
THE BENEFITS:
• Teachers will not be able to pressure students for tuitions.
• School Administration would be restrained from undesired activities.
• School Administration will not force students pay for unnecessary expenses.
• Number of students in schools and classes will increase.
• Students will progress and leadership capabilities will increase.
• Teachers will be curbed from using abusing language in classes and bad behaviour with students.
• No neglect in teaching.
• Students will not be beaten.
• No whimsical fines on students.
CODE OF CONDUCT:
Code of conduct will be in force by which the process for Student Lokpals will be prepared. The CBSE has started working in this direction and the code of conduct drafting will prepared soon.

The year 2013 has significantly savored the joy of engineering entrance exams  in Nagpur, if the results of JEE Mains and Advance – the newly introduced gateways to engineering institutes and Indian Institute of Technology (IIT) – is anything to go by. Nagpur students ran past their previous performances to set new records in both engineering and medical entrance examinations. As the aspiring students performed exceptionally well in JEE Mains, the next level JEE Advanced – gateway to crack IIT also saw record number of students hitting the target. This year, the city came up with its first ever All India Topper in JEE Mains Chandra Malu who is also Maharashtra topper in JEE Advanced. The aspirants also showed their sheer dedication towards the entrance examinations.

However this extra ordinary inclination towards IIT frenzy took a toll on school going habit of the students who skipped classes to be with coaching institutes. Some coaching institutes somehow managed to get the tie up with the schools which facilitated the classrooms at the disposal of coaching institutes.

Over all, the scenario of coaching institutes has improved in 2013. The institutes offered coaching packages in the most professional way ever and yet delivered on its commitment too. For instance, IIT Home – the city’s prestigious coaching institute mastered the art with the highest number of qualifying students coming from their institute. However other institutes like ICAD and Resonance too performed relatively well in their all India performances.

Nisha Kothari, Managing Director of IIT Home said this year has been remarkable both for Nagpur and IIT Home as it was for the first time that student from the city made to the top in JEE Mains exam. Chandra Malu undertook his coaching at IIT-Home and went on to achieve all India number one position in JEE Mains and topped state list in JEE Advanced. “Out of the 400 students qualifying for JEE Advanced, 366 belonged to IIT-Home. And even record 111 students from IIT Home managed to crack JEE Advanced. So this year we have managed to achieve significant feat and brought the city pride,” Kothari added.

Sarang Upganlawar, Director, ICAD said, “We have been running our institute in Nagpur since 2004 and all through these years we have observed a whale of change in the students’ approach towards these competitive examinations. From 2004 to 2013, there has been a tremendous shift in the preparation methodologies. This year the students appeared for the examinations in the most professional way. And the parents turned out equally committed. We at our Tilak Nagar branch have the students coming from various directions of Nagpur to seek perfection in their performance. 2013 noticeably marked the beginning of never before study culture in the city. And this year students from ICAD had fetched exceptionally brilliant results in these entrance examinations.”

Bansal Classes from Kota was the new entrant this year in the IIT coaching bandwagon in Nagpur.  Though it contributed somehow to the number of successful students, the institute has lot more to achieve to set its root deep in the city.

Resonance, another coaching institute from Kota though boasted of their All India rankings, the figures that came lacked clarity and it only added to the confusion over the number of city students making cut in JEE mains and advanced examinations.

Shri Ramdeobaba College of Engineering & Management (RCOEM) is organizing a 3-day International Conference on Electronic Systems,Signal Processing and Computing  Technologies, ICESC-2014 January 9, 10, and 11, 2014 in Nagpur. The Conference will be organized in association with esteemed universities namely University  of Massachusetts, Lowel, USA,  University of the District of Columbia Washington and American Society for Engineering  Education (ASEE) with the technical support  of  IEEE.

“From arguments advanced by all parties, we gather that the situation prevailing has not cropped up suddenly. It’s over the years that the system has neglected the requirements of law and that led RTMNU to ban the colleges operating without teachers,” stated the Nagpur Bench of Bombay High Court.

In a tersely worded order, the Nagpur Bench of Bombay High Court noted that students should not be admitted in colleges operating with insufficient teachers in normal circumstances. The Court’s harsh observations came while hearing petitions regarding the vexed issue of Rashtrasant Tukdoji Maharaj Nagpur University’s (RTMNU) 250 banned colleges wherein the petitioners said that about 35 of them had appointed one or two regular lecturers and sought removal of their names from the list.

“Whether colleges with only one teacher can be permitted or not should be looked into by the competent authority, including RTMNU. In the last order of December 17, we had made some comments in this respect by giving an illustration of one institute. This Court has also noted that in the normal course, admissions of students could not have been made in such colleges,” a Division Bench comprising Justice Bhushan Dharmadhikari and Justice Atul Chandurkar stated while directing RTMNU and Technical Education Director to file affidavits in this regard.

The judges added that efforts need to be made to streamline everything before the next academic year (2014-15). “For the purpose, we direct the Government to place on record a list of available NET/SET candidates so as to enable the colleges to find out suitable candidates to meet their needs,” the judges said.

Flaying the Government, the judges said, “If it had permitted colleges to function all over Maharashtra without the proper number of qualified teachers, it may have already affected the studies of students adversely. This issue also needs to be addressed by the Government immediately,” they said.

The judges critically remarked that education can’t be permitted to suffer in this situation. “Other Maharashtra universities are not parties before this Bench, but the Government can secure relevant information from them and also monitor similar problems which may be faced by their students. The Government has to keep in mind that it is not concerned with any particular educational institute of management and ultimately, they are also meant for advancing educational goal.”

Earlier, petitioner Sunil Mishra blamed RTMNU of applying different yardsticks to professional colleges as they were operated by influential persons. He pointed out that same situation prevails in all 44 universities operating in the State. His stand was endorsed by counsels for banned colleges — Bhanudas Kulkarni and Shrirang Bhandarkar — who drew attention towards majority of colleges operating with just a single approved teacher.

However, Additional Government Pleader Bharti Dangre countered them by asserting that sufficient number of qualified NET/SET holders was available and the colleges were duty bound to appoint them.

“From arguments advanced by all parties, we gather that the situation prevailing has not cropped up suddenly. Thirteen lacks, twenty five thousand, six hundred and twenty seven students will be appearing in the Xth & XIIth board examinations

 The Central Board of Secondary Education (CBSE) has declared the schedule for the examination of SSCE and HSCE to be held in 2014. The CBSE had assured the students and parents to declare the schedule for the examinations in the last week of December. True to their word, they have declared the dates of the examinations. Thirteen lacks, twenty five thousand, six hundred and twenty seven students will be appearing in the board examinations.

For the students of SSCE who did not opt for school-based examinations, the examinations shall commence on March 1, 2014 with language subjects such as Tamil, Sindhi, Marathi, Russian, Spanish and Kashmiri. The mathematics paper will be held on March 3, 2014. The examination is scheduled to end on March 19.

The Time Table for SSCE Examination for 2014 was announced by CBSE. The Board examinations are scheduled to be conducted in March 2014. All the examination will start from 10:30 am onwards.

Similarly, the Rashtrasant Tukdoji Maharaj Nagpur University had authorized the managements of the 250 colleges, which did not have a single regular teacher, to sign the documents of the students.

Nagpur News: In a significant decision, the Board of Examination (BoE) of RTMNU has upheld the degrees given by 250 colleges as valid and also termed the internal marks allotted to the students as correct and valid. The BoE decision will certainly provide the much needed relief to the colleges and the students, too, as the issue had got tangled in a major controversy and questions were being raised over its validity. The BoE meeting was held on Friday.

It may be recalled that in accordance with the Clause No. 75 and 76 of Maharashtra University Act’s Ordinance, once the results of the examination are declared, they cannot be changed after three months. Similarly, the Rashtrasant Tukdoji Maharaj Nagpur University had authorized the managements of the 250 colleges, which did not have a single regular teacher, to sign the documents of the students. The BoE, holding the RTMNU’s authorization as the basis, dismissed the questions raised over the 1378 degrees and internal marks given to the students by the 250 colleges having no regular teachers. Now, the report would be submitted to the Management Council.

According to reports, the Vice-Chancellor Dr Vilas Sapkal presented two different reports in the BoE meeting. One report validated the internal marks while the second report showed confusing situation as far as the marks were concerned. The “double standards” put the RTMNU in the dock as members raised questions over the shabby state of affairs and working style. Interestingly, Sanjay Khadatkar’s report in connection with Convocation Ceremony was supposed to be presented in the meeting. However, the report file was not even touched.

A single stroke by State Education Fees Committee may shatter dreams of hundreds of poor students, even other category students, of becoming an Engineer. The Committee has hiked fees for engineering admissions in the range of Rs 5000-Rs 10000 for different colleges. The decision has provided much relief to the colleges that were struggling with losses but at the same time drilled holes to the pockets of parents. However, the decision has also raised many pointed questions after considering no regular teachers in many colleges.

According to the final fee structure of the State Education Fees Committee, the maximum fees would be charged by Yashwantrao Chavan College of Engineering (YCCE) in Nagpur Division. The YCCE will charge Rs 1,05,000 while the minimum fee structure has been that of Gadchiroli-based Namdevrao Pereddiwar College of Engineering. It will charge Rs 48,000.

The Fees Committee has hammered out a formula so that students could be spared of fee hike in the engineering courses and colleges too would not increase the fees. The fees in the around 80 per cent of 60 engineering colleges in the Division has reached the figures between Rs 70,000 and Rs 80,000 while the fees in 10 per cent colleges would be in the range of Rs 85,000 and Rs 90,000. Some colleges would recover more than Rs 1,00,000.

However, the decision of the State Education Fees Committee has taken the officials of Rashtrasant Tukdoji Maharaj Nagpur University (RTMNU) by surprise. The academic experts, too, have been taken aback. Some RTMNU officials, on the condition of anonymity, have said that except some engineering colleges, most of the colleges cared a hoot as far as facilities and job opportunities for the students are concerned. Even then the fee hike raises many an eye brow. The experts have also questioned the decision by attributing statements of RTMNU officials from time to time that when the colleges do not have regular teachers then why the fee hike?

The 5-year Integrated Undergraduate Programme proposal of University Grants Commission (UGC) in the 12th Five Year Plan is in limbo. The course was supposed to be implemented by the universities across the country directly after the Class XII. The universities even had announced changing of graduate-level courses for the purpose. The RTMNU Vice Chancellor Dr Vilas Sapkal had stressed its implementation in the university but till now the profile or design of the courses has not been prepared and the UGC proposal appears to be in cold storage.

According to UGC’s proposal on 5-year Integrated Undergraduate Programme, the graduate education would be of five years with the provision of lateral exit. The students, for any reason, could leave the course after three years. Such students were to be conferred with 3-year degree. The aim of the UGC behind the proposal was to increase gross enrollment proportion and create good researchers and teachers.

The RTMNU Vice-Chancellor Dr Vilas Sapkal has termed the 5-year Integrated Undergraduate Programme an important step in improvement of quality of education. Dr Sapkal had stressed to begin the Programme from the academic year 2012-13 initially in some courses but the academic year 2014-15 has been drawing closer and still no plan on primary level is ready even though the Vice Chancellor thinks it to be a vital plan.

The Senate member Mahendra Nimbarte feels that RTMNU should submit the proposal in the Vidvat Parishad and Board of Examination as soon as possible so that students could reap benefits. At present, only law course is being run for 5 years by the university, Nimbarte said.

Earlier, the Post Graduate Department of Rashtrasant Tukdoji Maharaj Nagpur University (RTMNU) inaugurated the Student Council here on Monday, December 5, 2014. A function was organized by the Student Welfare Organization at the P.G. Pharmacy Department, campus. Eminent Psychologist of the city Dr. Sapna Sharma was the Chief Guest. Vice Chancellor Dr. Vilas Sapkal chaired the programme. The theme of the programme was ‘Personal development through education’, and the guests in the programme guided students for their future endeavor.

In his address Vice Chancellor of RTMNU Dr Sapkal emphasized on skill development of the students. He asked the students to be competitive and hone their communication skills. How to be industry ready is very important, prepare interview questionnaires and improvement in personality development is very crucial, he asserted.

Director of Students Welfare, Dr. Arun Patil said that the present age students are born and brought up in the era of competition. Students should develop good knowledge of their subject domain and course.  Youth have the advantage of technology today. He further added that rather than lectures and practicals emphasis on innovation and groundwork should be followed in PG courses. Complicated things should be simplified, he added.

The Secretary of Campus Student Council Snehal Waghmare informed that a booklet containing university policies for the students will be released on February 6, 2014. The booklet of information will be provided in all the departments of the University for the reference of the students.

Nagpur Today: The meeting of the Academic Council to decide the future course of 250 colleges banned by Rashtrasant Tukdoji Maharaj Nagpur University is still in doldrums and no date has been finalized even after two months since the last meeting.  It seems that the administration is not serious about this issue.

The students from rural areas are the worst sufferers due to the ban imposed by RTMNU on the 250 colleges. According to information, more than 150 colleges are suffering due the ban.  The Academic Council is supposed to decide on the admission capacity for colleges having less than 50 percent students on their rolls. A committee under the chairmanship of Dr. Baban Taywade was formed to decide the admission capacity. The academic council is going to be held after the decision of this committee.

Senior academicians are of the view that the decision and solution on this issue is not that easy nor one that can be taken so soon. The issue of colleges having not a single regular teacher is still pending in the High Court. Due to the issue of 20 banned colleges and 50 percent students on rolls, admissions in 52 colleges have been barred.

It may be recalled that in the past 7 months several committees have been formed and meetings held to decide on this issue. The issue was even discussed at length for three days in the Senate meeting. But no concrete decision came out of all this meeting.

The ban has been removed from some 29 colleges having less than 50 percent students on roll. Meanwhile some 39 colleges have appointed regular teachers too.  The Directors of the colleges, who have taken corrective steps and have appointed regular teachers, had requested the administration to allow admissions in their colleges. These colleges are waiting eagerly for the Academic Councils decision on this issue.

The Central Board of Secondary Education (CBSE), in a slew of student-oriented decisions, has been presenting New Year gifts in a big way with the sole aim of making students’ future career glorious. The significant decisions on Student Lokpal, sports, first ever financial literacy test, proficiency test, extra time for examinations, value-added education classes are some of the measures to name a few. Now, the CBSE has come up with another crucial aspect that will certainly boost prospects of its students in an excellent way.

The CBSE will provide the students appearing for Class X and Class XII Board exams in 2014 and for those in the sessions to be followed with formulas loaded in the question papers. The CBSE has come up with an amendment in their question paper pattern. This question paper reform has been taken in order to prevent rote learning and rather to make the question paper more application-based.

An open-text based assessment has already been introduced from 2013-14 for classes IX and XI as a part of CBSE question paper reforms. Now, this is to be extended forward to Class X and Class XII from 2014-15.

Subject Committees comprising of 2-3 persons have been set up by CBSE, to prepare the innovative question papers where important formulae will be included. The question papers will mostly be application-based and will not ask students to show formula derivations. “Instead the formulas, themselves, will be given on the question paper and all that the students must do is, identify the right one to solve the problem”, a senior CBSE official said. For students of Science and Commerce stream too, the formulas will be provided on the question paper to make it easier for them to attempt the numericals.

CBSE expects the Committees to submit their suggestion by February 2014 in order to implement changes for the new academic session of 2014-15 for Class XI, and 2015-16 for Class XII.

Already, Continuous and Comprehensive Evaluation System has been implemented for Secondary level classes to make the teaching more application-based. But, the CCE system is currently restricted to Class X. “The Board is planning these reforms to discourage students from rote learning so that they develop more time to applications-based study at senior secondary levels”, a top CBSE functionary, said.

When Nagpur Today contacted Neha Sharma, Deputy Director of Examination, CBSE, “It is a proposal of CBSE. The proposal will go through various processes as there are many stakeholders involved in the decision. But it is expected to be implemented very soon,” Neha Sharma said.

Alerted by the dozens of untoward incidents wherein the students being the victims, the Central Board of Secondary Education (CBSE) will keep a hawk eye from the skies and subsequently has made it compulsory for school buses to have the Global Positioning System (GPS) installed in them, which will track the location of the bus. The decision is aimed to strengthen the security system and ensure safety for children.

But, the GPS will have to be approved by Automotive Research Association of India (ARAI), as per the latest guideline issued by the CBSE.

The previous year saw 34 school bus accidents registered with the traffic police, as a result of which, around 21 students were injured and 1 was found dead. Therefore, all CBSE schools have been directed to submit an annual safety transport system report approved by the traffic police.

The exact location of the buses will be tracked through the GPS, which will, in turn put the bus journey under the school administration’s scrutiny.

Previously, CBSE had made it mandatory the Speed Governor (a device to measure or regulate the speed of a machine, such as engines) installation. But, only a few schools have initiated the installation process.

A police officer informed that so far they have not been approached by any schools to get a report approval.

When Nagpur Today contacted Neha Sharma, Deputy Director of Examination, CBSE, she said, “The CBSE only gives guidelines and mandates with the changing situations.  The Board has issued guidelines in this connection, too. But demographic locations of various states are different. Also GPS is cost related application which is not every one’s cup of tea,” Sharma said.

THE GPS TRACKING UNIT:

A GPS tracking unit is a device that uses the Global Positioning System to determine the precise location of a vehicle, person, or other asset to which it is attached and to record the position of the asset at regular intervals. The recorded location data can be stored within the tracking unit, or it may be transmitted to a central location data base, or Internet-connected computer, using a cellular (GPRS or SMS), radio, or satellite modem embedded in the unit. This allows the asset’s location to be displayed against a map backdrop either in real time or when analysing the track later, using GPS tracking software.

A GPS tracker essentially contains GPS module to receive the GPS signal and calculate the coordinates. For data loggers, it contains large memory to store the coordinates, data pushers additionally contains the GSM/GPRS modem to transmit this information to a central computer either via SMS or via GPRS in the form of IP packets. The three-day 29th Annual Convention of Indian Society for Study of Animal Reproduction (ISSAR) got underwayon Wednesday, (January 8, 2014) at Nagpur Veterinary College, Seminary Hills, Nagpur under auspices of Maharashtra Animal & Fishery Sciences University (MAFSU).

The chief guest Dr Suresh Honnappagol, Commissioner, Animal Husbandry, Ministry of Agriculture, Government of India, who inaugurated the Convention, stressed the crucial point on setting up of ‘National Institute of Animal Reproduction’ in the country for research in livestock and animal reproduction science on the very lines of other National Institutes. “There is a need to enhance high yielding cattle. Research has to be intensified in the area of production of cattle of the best breed,” said Dr Honnappagol at the National Symposium on “Frontier Reproductive Biotechnologies for Enhancing Animal Fertility and Fecundity: Global Perspective”.

Dr. Honnappagol urged the gathering at the Convention to chalk out plans for meeting the growing demand for milk and meat with a focus on improving milch animal productivity and increase milk production for the booming population. The Government has approved National Dairy Plan Phase-I (NDP-I) in February, 2012 with a total investment of about Rs. 2242 crore to be implemented from 2011-12 to 2016-17. NDP-I will help meet the projected national demand of 150 million tonnes of milk by 2016-17. He emphasized that, for cow or calf producers’ point of view, reproductive efficiency is a crux for economic viability. However, very few producers take advantage of available reproductive technologies that can increase profitability.

“At present, the incremental milk production has been around 3.5 metric tonnes a year while demand is growing at almost double the pace with 6 metric tonnes per year. Even today, per capita milk consumption in India is lower than the world average of 285 gm per day. Part of the problem lied with the low yield per animal by our main milk providers i.e. crossbreds and buffaloes. Animal reproduction is one of the important considerations in the economics of the livestock production. Cattle productivity depends largely on reproductive efficiency. Animal fertility is a measure of reproductive success,” Dr. Honnappagol stated.

Dr M L Madan, Chairman, Livestock Subgroup Haryana Farmers Commission, in his address, informed that the contribution of livestock in agriculture sector is much greater than crop and forestry. The growth of agriculture sector has mainly been complemented by the livestock sector i.e. up to 45 per cent. Recognizing the importance of livestock sector, Government of India has initiated funding scheme such as Rashtriya Krishi Vikas Yojana (RKVY). He further added that in India, 68% of livestock holders are either marginal or the landless farmers, and the majority of the grants from Government goes to the agricultural farmers and not to the animal keepers. Hence, the marginal land holders or landless livestock keepers remain deprived of any monetary benefits.

Prof Madan said that, “if scientists implement advanced biotechnological tools for improving animal fertility, we can achieve livestock growth at the pace of 7 per cent, if, coupled with proper vaccination and nutrition, it can pace up to 23 per cent. The lesser the reproductive efficiency of livestock, more the poverty and more the reproductive efficiency of livestock the lesser the poverty.”

Prof. A. K. Mishra, Vice-Chancellor of MAFSU said, “The University is poised to set a lofty benchmark in the field of Veterinary, Dairy and Fishery Research. The University has set a role of researchers at high pedestal to gear up the research which would facilitate the farmers and livestock owners to augment their income and make them economically sound. Although, India is having highest cattle and buffalo population, second and third highest goat and sheep population respectively in the world, the production is not at par due to less productivity of an individual animal. In order to discuss the prospects of implementation of advanced biotechnological reproductive tools for augmenting reproductive efficiency of elite animals and wild animals, MAFSU has decided to organize the symposium under auspices of Indian Society for Study of Animal Reproduction (ISSAR). It is need of the hour to review present options in Reproductive Biotechnology for optimizing Reproductive Efficiency of animals by adopting emerging biotechnological tools such as embryo transfer, sexing of semen, cloning, transgenesis, stem cell research for faster multiplication of elite animals and improved artificial insemination and controlled breeding to enhance reproductive efficiency,” Prof A K Mishra said.

Earlier in the day, the Convention was inaugurated by Dr. Suresh S. Honappagol, Commissioner, Animal Husbandry, Ministry of Agriculture, Government of India, New Delhi as chief guest and Dr. M.L. Madan, Chairman, Livestock Subgroup, Haryana Farmers Commission & Ex-DDG (Animal Science), ICAR, New Delhi and former Vice-Chancellor, Dr. Panjabrao Deshmukh Krishi Vidyapeeth and also Pandit Deen Dayal Upadhyaya Pashu Chikitsa Vigyan Vishwavidyalaya Evam Go Anusandhan Sansthan, Mathura, Uttar Pradesh as Guest of Honor. The Vice-Chancellor of MAFSU Prof. Aditya Kumar Mishra was the Patron, whereas Dr. S. A. Bakshi, Chairman, Dr. C.R. Jangde, Co-Chairman and Dr. S. K. Sahatpure, Organizing Secretary of the Convention, Dr. D. S. Prakash, Additional Director General, Animal Nutrition, ICAR, Dr. S K. Agarwal, President, ISSAR and Dr. Shiv Prasad Maurya, General Secretary, ISSAR graced the occasion.

Nagpur News: A delegation of Students’ Organization of Nagpur (STON), the union of engineering students of RTMNU colleges, met the Pro-Vice Chancellor Dr. Mahesh  Yenkie in connection with holding of special examination as promised by the Vice Chancellor Dr Vilas Sapkal. The engineering students had resorted to indefinite hunger strike for pressing their various demands. The delegation’s meeting with Dr Mahesh Yenkie was in furtherance of a memorandum submitted to him on January 1 demanding holding of a special examination for the students who have passed in the revaluation of question papers.

It may be recalled, in a meeting held on November 14 between the representatives of agitating students and Pro-Vice Chancellor Mahesh Yenkie, Controller of Examination Vilas Ramteke, Dean of Engineering Dr Khirsagar, it was decided that a Special Examination will be conducted by December end for the students who will not be able to appear for the current Winter Examination in 2013.

The STON representatives Suraj Mankar, Prabhat Agrawal, Abhishek Ingolikar and Kunal Bawankar met Dr Yenkie to know about the status of deputation given to him.

According to information, Dr Yenkie told the students that the memorandum has been sent to Controller of Examination and the data of the students who have passed in the revaluation examination has been sought. Dr Yenkie said, for special examination, it has to be seen whether majority of the students have passed or not in revaluation. The special examination can’t be taken for few number of students. Also to hold special examination, a committee will have to be constituted to take decision on it.

Abhishek  Sawarkar, Engineering Student: “After passing the revaluation, we fit into the condition for appearing the exams. Even then the specials examinations are not being conducted. We are losing a year. We had paid full tuition fees. We  are also not allowed to give internals and practicals, too.”

Manish: “Time is running out for us. Half of our year has been wasted. Special examinations should be conducted as soon as possible. I am in final year. Delay in examinations will further delay our degrees too.

RCEM’s International Conference on Electronic Systems Signal Processing and Computing Technologies begins

Nagpur Today: Shri Ramdeobaba College of Engineering and Management (SRCEM) has organized a 3-day International Conference on Electronic Systems Signal Processing and Computing Technologies beginning from January 9. The inaugural session was held at Hotel Tuli Imperial in Ramdaspeth,  Nagpur. The Chief Guest of the Conference was Padma Bhushan Dr. V. K. Aatre, Former Scientific Advisor to Defence Minister.

Dr. V.K. Aatre, in his inaugural address said, “The Poly silicon which is used to develop multicore chips is not available in India and cited this as one of the reasons for slow progress in manufacturing chips. Elaborating on this, he said that the Government should decide to bring in more foundries adding to the existing ones of Noida and Gandhinagar which are out of reach of the academia and thus affecting the academics.”

Speaking on Nanotechnology, Dr Aatre mentioned that IIT Mumbai and IISc Bangalore have good Nanocentres and can even be called the best compared to Seattle and Michigan in USA. More such centres are being developed at IIT Delhi and Chennai, he informed.  He suggested that India has to learn how to fabricate chips on its own that would give it an economic edge thus fostering its dream of becoming a super power.

He further reiterated that he has never seen any Indian fail on a foreign soil which assures that there is no dearth of knowledge.  This knowledge has not been converted into a product which yields wealth. It is now the need of the hour to create something like Microsoft and Intel for which people crave to buy. “Next decade is crucial for India as we have to generate enough wealth for the country to become self- sufficient.  There is a symbiotic relationship between the industry and academia, i.e. universities should be instrumental in triggering technology.  Therefore, academicians should go beyond the teaching of the concepts.” Referring to the book “The Earth is Flat,” Dr Aatre said that countries which are not providing knowledge for engineering will not succeed. Technology, he said, is dual and can be used as well as abused. Society has a significant  role to play for the use of this technology.

India requires policies and its implementations and that is a challenge for India today. Such policies are conspicuous by their absence. He emphasized that Science policies should be drafted by professional societies only and not politicians. There is no dearth of talented manpower in India and such conferences with technical session should ensure proper implications. In his concluding remarks of his address, Dr. V K Aatre urged the gathering to change its mentality towards making technology important.

In his welcome address, Principal of SRCEM Dr. V.S. Deshpande said that this International Conference is small contribution to the technological society and stressed that deliberations in the conference will be useful to the students, researchers and everyone associated with technology. Dr. R.S. Pande, Vice -Principal and General Chair informed the gathering about the research papers received and that best papers will be published in a special issue of International Journal of Embedded Systems (IJES), Inderscience publishers.

Dr. M.B. Chandak, General Chair of the conference introduced Dr. Kanti Prasad to the gathering. Dr. Kanti Prasad, in this address, urged the learned gathering to integrate research into curriculum and until this is done, it wouldn’t benefit the academia. He also stressed that the core mission of the teaching fraternity should be a plan to prepare students for state-of-art-technology which is in demand now ,thus fostering their ready employability.  Furthermore, he reiterated that fundamentals from basic sciences are the important tools. And these basics further facilitate effective designing.  Explaining the significance of hardware and software, he emphasized working on both to succeed. Talking about “competition” Dr. Kanti Prasad said that it is not besides you but ten thousand miles away.

Prof. R.B. Raut introduced Dr. Devdas Shetty. Dr. Devdas Shetty appreciated the quality of the conference and further said he was happy to participate & interact with all the participants and delegates. He said that such endeavors will further open vistas for foreign and leading Universities to exchange information and ideas.

Vinit Kotak congratulated the organizing committee of RCOEM for organizing an International Conference which has become another milestone in the history of the college.

The highlights of the conference were the release of the proceedings and a formal exchange of MoUs with representatives of University of Cumbria, Dr. Xiongwei Liu and Ms. Padmini Parmeshwaran from North Cumbria University, UK.

Guest of Honour for the conference, Dr. Barbara Masi, Director, Education Innovation and Assessment Initiatives , Arts , Science , Engineering  from University of Rochester ,  in her online address said that it is a perfect time for India to bring in changes and she takes pride to see the changes in Indian Universities.

Chairman of SRCEM Banwarilal Purohit, his presidential address, said that India is rich in culture, & traditions. The  epics: The Ramayana, Mahabharata and Geeta which we inherited from our forefathers are varied and enriched with technology. We somehow lost our wealth of knowledge to the invaders and started on level zero. The new generation of India will be motivated and will see India as a superpower in the years to come. He urged the teaching fraternity to work towards this goal. He further elaborated that objectives of this conference are to motivate young minds and channelize their talent in a productive manner. Describing Nagpur as the Heart of India, he said it will imprint its mark on the global map with such learned and eminent personalities deliberating for the cause. In this race, he urged to follow ethics and morals and thanked the august gathering for their gracious presence.
